Verified in the show's credits. It lists "Soothsayer Karen Gillan" I didn't realize she'd been in any episodes before.

DeleteEve Myles who plays Gwen Cooper in Torchwood, first appeared as Gwenyth in the third episode of series one of Doctor Who "The Unquiet Dead". This episode is based in Cardiff during the reign of Queen Victoira where the rift is first mentioned and concludes with Queen Victoria setting up the Torchwood Institute.
